Short note on organisation background	The Ministry of Education and Research creates constant and continuous conditions and assumptions in order to guarantee an access to life-long learning for all people in Estonia, which would enable them to achieve new standards of living. The Ministry of Education and Research integrates traditional educational values with contemporary development trends. More than half of the inhabitants of Estonia are involved in one way or another in the education system as pupils, students, teachers, tutors, lecturers, researchers or parents. The Ministry of Education and Research is working on different educational projects on different levels, realising new ideas and concepts.
